About the Instruments
The FOI Project has created a suite of instruments (teacher instructional questionnaire, teacher attitude questionnaire, teacher instructional log, teacher interview protocol, school leader questionnaire, school leader interview protocol, school wide observation protocol, classroom observation protocol) for measuring what we used to refer to as fidelity of implementation (FOI) of instructional materials and now refer to as enactment or use of instructional materials. These materials measure a set of constructs that are derived from the "critical components" or essential elements of instructional materials. These critical components were identified through a process of review by the researchers, the developers, and users.

Building from a shared set of critical components, the FOI project has customized instruments for the following programs: FOSS, IES, STC, Science Companion, SEPUP, and Everyday Mathematics. FOI Staff have also worked with the developers of Trailblazers and other programs to help them customize the instruments to their programs and train them on their use.
FOI project staff have also used the conceptual framework as a foundation for creating instruments built from the critical components of other types of interventions or reforms at a school and project level.
